The high-speed rail project, or what many in India dub the 'bullet train,' remains a dream for both the government and its citizens. First mentioned in 2013, a Memorandum of Understanding (MOU) was signed between former Prime Minister Manmohan Singh and Shinzo Abe, promising a joint endeavor to fund and develop the railway. However, delays in the project have been substantial and multifaceted.

The Political and Policy Juggernaut

The project faced significant delays due to political changes, specifically when Narendra Modi won the 2014 elections. Modi wanted to include more stations in Gujarat, much to the consternation of the previous route planning outline. This shift necessitated a thorough re-evaluation of the project, leading to further delays. As of now, the project is expected to be completed in 2028-2029.

The Hurdles: Land Acquisition and Beyond

The construction of the bullet train is no small feat. The process of acquiring land is both massive and time-consuming, and has slowed down the project considerably. The current phase of the project, connecting Ahmedabad and Mumbai, was anticipated to be completed by 2025. However, only 80% of the required land has been acquired in Gujarat, while only 30% in Maharashtra has been secured.

The non-cooperation of the Uddhav Thackeray-led Maharashtra government has further stalled the project. Land acquisition is a prerequisite for the construction of rail lines, so there is a long way to go before the train can begin operation. Optimistically, the bullet trains might start running by 2025.

The Indian Railway Network: A Misunderstood Giant

The vast railway network in India serves tens of millions of people daily, facilitating cheap and vital transport for over 22 million passengers. However, the quality of travel is often hampered by poor services and inadequate investment in modernization. The bullet train promises to be a significant leap forward in India's rail network, far outperforming the current fastest service, the Vande Bharat Express, which currently operates at 180 km/hr.

Indian Railways has always been praised for its ability to transport large numbers of people economically. The bullet train is expected to take over most of the routes, starting with Bilimora to Surat in 2022. By 2023, the journey from Mumbai to Ahmedabad is likely to be compressed to a mere 3 hours, an improvement of over 6 hours over the current journey time.

If the bullet train project continues to face delays, it reminds us of the complexities involved in implementing such a large-scale infrastructure project. Nevertheless, if completed on schedule, it will be a groundbreaking development for India’s railway network and will enhance the overall efficiency and speed of travel across the country.
