Navigating the Road to Driving: A Guide for One-Eyed Individuals in Telangana

The journey to obtaining a driving license as a one-eyed person in India, particularly in the state of Telangana, can be both exciting and challenging. Understanding Monocular Vision and Eligibility

Monocular vision, or having one eye that is blind or partially sighted, does not necessarily preclude an individual from obtaining a driving license. The key is understanding the regulations and guidelines set by the Government of India. To start, it's essential to visit your nearest RTA (Road Transport Authority) office to gather all necessary information and documentation.

Applying for a Driving License with Monocular Vision

The first step is to visit the Motor Vehicle Inspector (MVI) at your nearest RTA office in Telangana. During the consultation, you will need to explain your vision condition to the MVI. It's crucial to inquire whether a certificate from the Sarojini Devi Government Eye Hospital is acceptable for your application. This certificate will play a crucial role in the process, proving your visual capabilities.

Obtaining the Medical Certificate

If the MVI approves your application, the next step involves visiting the Sarojini Devi Government Eye Hospital in Humayun Nagar, Mehdipatnam Road, Hyderabad, Telangana. It’s important to arrive by 8:30 AM from Monday to Friday, with the exception of Saturdays, which is a half-day service.

Medical Tests at the Eye Hospital

AR Refraction: This test measures the optical error of the eye, helping doctors understand if you have any refractive errors. Near Vision: This assesses your vision clarity in close-up tasks, ensuring you have sufficient visual acuity. Color Vision: This test checks your ability to distinguish colors, an essential skill for driving. Fundus Examination: This test is usually conducted with a guardian present to administer the test. It involves detailed examination of the back of the eye, including the retina and optic nerve. Visual Fields Test: This test, which evaluates the total visual field, cannot be conducted on the same day due to the nature of the procedure. The doctor will provide a referral slip and the approximate cost of 1000 rupees to get this test done at another hospital.

After completing the Visual Fields test, return to the Sarojini Devi Eye Hospital on the scheduled day to submit your Visual Fields test report. Proceed to Room “Outpatient OLD” and present the assigned outpatient slip to the head doctor. After the doctor examines your report and signs the slip, pay the fee of 100 rupees at Room Number 1 and make a copy for reference.

Finalizing the Process

The staff at the eye hospital will notify you when your eye certificate is ready, which is usually within 15 to 20 days but sometimes can be sooner. Once ready, pick up the eye certificate at Room Number 1. Then, make three copies of the eye certificate. With the original and two copies in hand, visit the RTA office again to meet the MVI and provide the original and one copy of the certificate.

After these steps, you will be able to book your learner’s license slot with the MVI, apply for the learner’s license, and finally, take the driving test. With patience and adherence to the process, you can successfully obtain your driving license and drive with confidence.
