This essay explores the purpose and impact of unmarked police vehicles, using the experiences of a School District K9 Detective as a case study.
Unmarked Police Cars: A Necessary Evil?
Throughout my tenure as a School District K9 Detective, I have observed the dual nature of these vehicles. I primarily utilize an unmarked Ford Expedition for patrol and respond to incidents in an unmarked Ford Taurus during investigations. The unmarked cars are not just tools for my work; they are a symbol of our approach to law enforcement.
These vehicles are useful for catching individuals engaged in traffic enforcement, even if their unmarked status makes them less obvious. However, traffic stops rarely involve unmarked cars. Instead, we respond to the houses of suspects or go to different schools in our district, maintaining a lower profile.
Public Perceptions and Enforcement
The effectiveness of unmarked police cars can vary significantly based on individual perceptions. Some people feel constrained to obey the law simply because of the presence of a marked police vehicle, even without any specific enforcement action. Others may only adhere to the law when they feel that discovery and prosecution are imminent.
One notable instance that illustrates this point occurred a few years ago when a politician proposed installing speed cameras in a highly visible, bright orange color. The intention was to make drivers aware of these cameras and modify their behavior. However, daily observations indicate that motorists tend to slow down for the cameras, only to increase their speed once beyond the camera's range. Conversely, speed averaging cameras in a different location were rigorously observed, despite having the same maximum posted speed of 50 mph.
Unmarked Cars: Revenue Machines?
For those who believe that these processes are merely revenue generators, only those who don’t ignore the law are fined. The conspicuous cameras, installed after a fatal accident where a driver misjudged the speed of oncoming traffic at a road junction, are a prime example. The accident occurred when the oncoming traffic was traveling at 70 mph, much higher than the posted speed limit.
The unmarked police cars, on the other hand, serve a specific purpose: to generate revenue for the department and/or city/state. The presence of such vehicles often signifies that the area is under greater scrutiny, encouraging compliance with traffic laws. However, when these vehicles operate without any direct enforcement, their utility becomes questionable.
Conclusion
The role of unmarked police cars in law enforcement is complex. While they can serve as effective deterrents, they also raise questions about the true intentions behind their use. Whether viewed as a necessary evil or a means to generate revenue, unmarked police cars continue to play a significant role in our legal system.
